The solar package, which emerged from intensive industry discussions and practical checks, aims to accelerate the expansion of photovoltaic systems and reduce bureaucratic hurdles in order to advance the energy transition in Germany.
Simplification of balcony PV systems One of the core measures is to reduce the bureaucracy involved in balcony PV systems. Prior registration with the grid operator is no longer necessary, and registration in the market master data register is limited to a few, easy-to-enter data. This makes commissioning much easier and more accessible. These changes are an important step to make it easier for citizens to use solar power and to support the energy transition from the grassroots level.
Community building supply and tenant electricity The new model of community building supply makes it possible to pass on PV electricity within a building directly to tenants or apartment owners, which expands and improves the tenant electricity model. The regulations also include relaxations in the technical requirements and the promotion of tenant electricity on commercial buildings and ancillary facilities such as garages.
Making the regulations more flexible and expanding them The solar package also includes adjustments to the threshold values for commercial PV. Plant operators who were previously subject to the direct marketing obligation can now pass on their surplus quantities to the grid operator without remuneration, which will particularly benefit plants with high levels of self-consumption. In addition, simplifications will be introduced in the system aggregation and direct marketing of smaller systems up to 25 kW.
Sustainable expansion of open-space systems Another focus is the sustainable expansion of open-space systems. The solar package contains regulations to provide more space for solar parks while at the same time protecting agricultural and nature conservation interests. The funding of agri-PV and other special solar systems will be expanded, with the use of agricultural land being appropriately limited.
